This chapter takes the form of a discussion between the editors of this volume and Daniel Little regarding the relationship between methodological individualism and methodological localism. The focus is on Little’s view that methodological individualism is incompatible with the assumption that actors are socially constituted and socially situated as well as on other topics such as micro-foundations, the micro–macro link, ontological individualism, causal explanation, rationality, Bourdieu’s theory of habitus, and Durkheim.

While methodological individualism is a fundamental approach within the social sciences, it is often misunderstood. This highlights the need for a discursive and up-to-date reference work analyzing this approach’s classic arguments and assumptions in the light of contemporary issues in sociology, economics and philosophy. This two-volume handbook presents the first comprehensive overview of methodological individualism. This chapter takes the form of a discussion between the editors of this volume and Steven Lukes, one the most eminent critics of methodological individualism. The focus is on Lukes’ interpretation of methodological individualism in terms of linguistic exclusivism (i.e., naive reductionism), the multiple-realization problem, Boudon’s and Elster’s micro-foundationalist approach, ontological individualism, and the rationality of human action.

This chapter takes the form of a discussion between the editors of this volume and Joseph Agassi, regarding the relationship between methodological individualism and institutional individualism. The focus is on Agassi’s interpretation of traditional methodological individualism in terms of psychologism; the role of institutions and structural factors in social explanation; Popper’s theory of World 3; the application of Weber’s interpretative approach—Verstehen—to typical ways of thinking and acting; and the Austrian School of economics.

Objectives: To foster the development of a privacy-protective, sustainable cross-border information system in the framework of a European public health project. Materials and methods: A targeted privacy impact assessment was implemented to identify the best architecture for a European information system for diabetes directly tapping into clinical registries. Four steps were used to provide input to software designers and developers: a structured literature search, analysis of data flow scenarios or options, creation of an ad hoc questionnaire and conduction of a (...) Delphi procedure. Results: The literature search identified a core set of relevant papers on privacy. Technicians envisaged three candidate system architectures, with associated data flows, to source an information flow questionnaire that was submitted to the Delphi panel for the selection of the best architecture. A detailed scheme envisaging an “aggregation by group of patients” was finally chosen, based upon the exchange of finely tuned summary tables. Conclusions: Public health information systems should be carefully engineered only after a clear strategy for privacy protection has been planned, to avoid breaching current regulations and future concerns and to optimise the development of statistical routines. The BIRO project delivers a specific method of privacy impact assessment that can be conveniently used in similar situations across Europe. (shrink)

Popper’s theory of World 3 is often regarded as incongruent with his defense of methodological individualism. This article criticizes this widespread view. Methodological individualism is said to be at odds with three crucial assumptions of the theory of World 3: the impossibility of reducing World 3 to subjective mental states because it exists objectively, the view that the mental functions cannot be explained by assuming that individuals are isolated atoms, and the idea that World 3 has causal power and influences (...) both individual minds and actions. This article demonstrates that the inconsistency thesis stems from a confusion between methodological individualism as understood by Popper and reductionism. The reasons for this confusion are analyzed and clarified. It is argued that two variants of methodological individualism can be distinguished, and that unlike psychologistic individualism, Popper’s nonatomistic individualism is fully consistent with his theory of World 3. This book contributes to the developing dialogue between cognitive science and social sciences. It focuses on a central issue in both fields, i.e. the nature and the limitations of the rationality of beliefs and action. The development of cognitive science is one of the most important and fascinating intellectual advances of recent decades, and social scientists are paying increasing attention to the findings of this new branch of science that forces us to consider many classical issues related to epistemology and (...) philosophy of action in a new light. This book encourages scholars from different fields who are interested in the dialogue between cognitive science and social sciences, to develop and analyze new perspectives that allow us to elucidate the mystery of rationality. What is rationality? What are its limitations? What rationality assumptions must be used to study social and economic phenomena? The target audience primarily comprises researchers and experts in the field. Analysis of the concept of rationality is a leitmotiv in the history of the social sciences and has involved endless disputes. Since it is difficult to give a precise definition of this concept, and there is a lack of agreement about its meaning, it is possible to say that there is a ‘mystery of rationality’. What is it to be rational? Is rationality merely instrumental or does it also involve the endorsement of values, i.e. the choice of goals? Should we consider rationality to be a normative principle or a descriptive one? Can rationality be only Cartesian or can it also be argumentative? Is rationality a conscious skill or a partly tacit one? This book, which has been written by an outstanding collection of authors, including both philosophers and social scientists, tries to make a useful contribution to the debates on these problems and shed some light on the mystery of rationality. The European Union Data Protection Regulation will have profound implications for public health, health services research and statistics in Europe. The EU Commission's Proposal was a breakthrough in balancing privacy rights and rights to health and healthcare. The European Parliament, however, has proposed extensive amendments. This paper reviews the amendments proposed by the European Parliament Committee on Civil Liberties, Justice and Home Affairs and their implications for health research and statistics. The amendments eliminate most innovations brought by the Proposal. Notably, (...) derogation to the general prohibition of processing sensitive data shall be allowed for public interests such as the management of healthcare services, but not health research, monitoring, surveillance and governance. The processing of personal health data for historical, statistical or scientific purposes shall be allowed only with the consent of the data subject or if the processing serves an exceptionally high public interest, cannot be performed otherwise and is legally authorised. Research, be it academic, government, corporate or market research, falls under the same rule. The proposed amendments will make difficult or render impossible research and statistics involving the linkage and analysis of the wealth of data from clinical, administrative, insurance and survey sources, which have contributed to improving health outcomes and health systems performance and governance; and may illegitimise efforts that have been made in some European countries to enable privacy-respectful data use for research and statistical purposes. If the amendments stand as written, the right to privacy is likely to override the right to health and healthcare in Europe. (shrink)

According to Searle’s theory of collective intentionality, the fundamental structure of any society can be accounted for in terms of cooperative mechanisms that create deontic relations. This paper criticizes Searle’s standpoint on the ground that, while his social ontology can make sense of simple systems of interaction like symphony orchestras and football teams, the whole coordinative structure of the modern market society cannot be explained solely in terms (...) of we-intentional collaboration and deontic relations. As clarified by Hayek, because of its complexity, this society is a self-organizing system. It results not only from micro-level agreed constraints, but also from an unintended cybernetic mechanism that affects and shapes both its micro and macro dynamics via a circular causality. Searle ignores the coordination problem posed by complexity and provides strawman arguments against the theory of action underpinning the invisible hand explanation of social phenomena. (shrink)

BackgroundData processing of health research databases often requires a Data Protection Impact Assessment to evaluate the severity of the risk and the appropriateness of measures taken to comply with the European Union General Data Protection Regulation. We aimed to define and apply a comprehensive method for the evaluation of privacy, data governance and ethics among research networks involved in the EU Project Bridge Health.MethodsComputerised survey among associated partners of main EU Consortia, using a targeted instrument designed by the principal investigator (...) and progressively refined in collaboration with an international advisory panel. Descriptive measures using the percentage of adoption of privacy, data governance and ethical principles as main endpoints were used for the analysis and interpretation of the results.ResultsA total of 15 centres provided relevant information on the processing of sensitive data from 10 European countries. Major areas of concern were noted for: data linkage, access and accuracy of personal data and anonymisation procedures. A high variability was noted in the application of privacy principles.ConclusionsA comprehensive methodology of Privacy and Ethics Impact and Performance Assessment was successfully applied at international level. The method can help implementing the GDPR and expanding the scope of Data Protection Impact Assessment, so that the public benefit of the secondary use of health data could be well balanced with the respect of personal privacy. The purpose of this article is to show that Boudon’s explanation of action in terms of “good reasons” can be philosophically enriched by merging his methodological perspective with Mises’ praxeology and Gadamer’s hermeneutics. In order to develop our goal of merging Boudon’s approach with Mises’ and Gadamer’s, we will focus on two points. The first is the identification of the invariable structure of human action. Unlike Boudon, we suggest that the best way to establish this invariable structure, which makes the (...) explanation of action possible, is not to refer to the controversial concept of “human nature,” but rather to use Mises’ praxeological analysis of the invariable logic which all actions have in common. The second point analyzed in this article is the temporal and cultural dimension of the interpretative process which individuals elaborate to develop their reasons. This point, which is related to hermeneutical philosophy and is not investigated in detail by Boudon, is largely discussed by Gadamer. In our opinion, merging Gadamer’s description of the interpretative process – a process that Gadamer calls “hermeneutical circle” – and Boudon’s sociology of “good reasons” is useful because, unlike Boudon, Gadamer clarifies the epistemological nature of the interpretative process as well as the reasons why this process – which is a trial and error process – allows us to understand the actions of people who belong to different cultures. Im Mittelpunkt des Bandes steht mit Nietzsches Nachlass derjenige Teil seines Schaffens, von dem seit jeher eine besondere Faszination ausging. Sein Status ist bis heute höchst umstritten. Handelt es sich bei den nachgelassenen Aufzeichnungen um Skizzen und Vorstufen, um Bausteine für neue Werke oder gar – wie etwa Martin Heidegger meinte – um das ‚eigentliche‘ Werk Nietzsches? Außer Frage steht, dass der Nachlass besondere editorische und interpretatorische Schwierigkeiten aufwirft. Zugleich herrscht aber weitgehender Konsens darüber, dass er für das Verständnis von (...) Nietzsches Denken und Schreiben unverzichtbar ist, denn viele seiner zentralen Gedanken sind im Nachlass anders, mitunter scheinbar deutlicher, bisweilen überhaupt nur hier formuliert. Die Beiträge gehen diesen Spannungsverhältnissen nach, indem sie sowohl am Beispiel konkreter Einzelfälle als auch grundsätzlich den angemessenen Umgang mit Nietzsches nachgelassenen Schriften diskutieren. In this paper, I try to sketch John Searle’s and G.W.F. Hegel’s answers to the question why human beings live in a social world of institutions that provides them with desire-independent practical reasons. Both Hegel’s and Searle’s answers draw on the intimate connection between institutional reality, the practical normativity essential to it, and the fact that the creatures that institute this reality are endowed with a free will. My main claim is that, in his Philosophy of Right, Hegel offers a (...) much stronger explanation of the necessity of an essentially normative social reality than Searle. While Searle believes that free beings could also exist independently of an institutional reality, Hegel’s point is that if there are to be free beings at all, they must live in a social world of institutions that grounds practical normativity. I argue that an important consequence of Hegel’s view is that social reality cannot be understood as something merely constructed or illusionary. (shrink)

In the traditional understanding, human dignity is often portrayed as a «final», «inherent», and «absolute» value. If human dignity as the core of the status of a human being did indeed have thos characteristics, this would yield a severe limitation for obligations that stem from the moral status of non-human animals, plants, eco systems and other entities discussed in environmental ethics; for obligations that arise from human dignity standardly take priority over the duties toward entities with non-human moral status. Yet, (...) many theorists of human dignity nowadays have given up the traditional picture in favour of a more «contingent» understanding of human dignity that abandons one or more of its traditional characteristics.In this paper, I argue that to the contrary, we have good reasons to think that the three characteristics of human dignity just mentioned can indeed be attributed to a value that deserves the name «human dignity». In a first part, I argue for a specific understanding of the three value characteristics under consideration. After these preliminaries, I show in a second part that given such an understanding, we have ample evidence that we can indeed say that human dignity is an inherent, absolute and final value; and also that these three characteristics are properties of a single value. Abstrak: Tulisan berikut membahas pemikiran hukum Anglo-Amerika yang dikenal sebagai filsafat hukum. Dua pokok yang dibahas adalah masalah metodologi dan debat Hart/Dworkin. Inti pertanyaan yang dikaji di sini berkenaan dengan hakikat filsafat hukum. Untuk itu lang- kah yang diambil adalah dengan menelusuri situasi debat Hart/ Dworkin dan sesudahnya sebagai suatu debat metodologis dan kemudian menggunakannya untuk mengurai pertanyaan tadi. Debat tersebut telah memicu suatu palingan metodologis dalam filsafat hukum analitik yang lantas mengubah fokus dan makna dari kegiatan melakukan filsafat hukum, (...) yakni dari refleksi atas hakikat hukum (dan hubungannya dengan moralitas) menjadi refleksi atas hakikat kegiatan itu sendiri. Abstract: This paper presents an exploration of the Anglo-American legal thought, better known as jurisprudence. A subject matter of it is two interrelated themes, i.e. the problem of methodology and the “Hart/Dworkin debate”. The main question addressed here concerning the nature of jurisprudence. It takes an inquiry to the Hart/Dworkin debate situation and its aftermath as a methodological debate and whilst use it to scrutinize that question. The debate has been stirred up the so called methodological turn in analytical jurisprudence, thus vary the focus and meaning of the activity of doing jurisprudence, from a reflection of the nature of law (and its relationship to morality) to a reflection of the nature of that activity itself. Based on the critical examination of constellation and popular trend of some ideas which developed around the existence Hart/Dworkin debate, including the recent publication of Dworkin’s lost text in Harvard Law Review replying to Hart’s Postscript, this paper argues that the contemporary discourse of jurisprudence attains the significance of a criticism of two kinds of metaphysical, epistemological, and ethical theses which are apparently parallel, i.e. the fact/value dichotomy and the separation of law and morality. L'obiettivo di questo lavoro è analizzare la percezione che gli insegnanti di scuola secondaria di secondo grado dell’area metropolitana di Bologna (Italia) hanno della storia e del suo insegnamento. Attraverso una ricerca quantitativa svolta attraverso la somministrazione di un questionario su scala Likert a novantanove insegnanti dell’area metropolitana di Bologna si sono potuti identificare risultati ambivalenti. Da una parte, gli insegnanti possiedono generalmente una ottima e spesso consapevole, ma migliorabile, concezione epistemologica nei confronti della storia e del suo insegnamento; tuttavia, (...) emerge una concezione non olistica del patrimonio, degli strumenti e delle metodologie didattiche a disposizione nella pratica docente; infatti gli insegnanti affermano di utilizzare in classe prevalentemente la spiegazione frontale, lasciando alle attività laboratoriali legate alle fonti un ruolo marginale. 'Everyone knows what attention is’ according to William James. Much work on attention in psychology and neuroscience cites this famous phrase only to quickly dismiss it. But James is right about this: ‘attention’ was not introduced into psychology and neuroscience as a theoretical concept. I argue that we should therefore study attention with broadly the same methodology that David Marr has applied to the study of perception. By focusing more on Marr's Computational Level of analysis, we arrive at a unified (...) answer to the question of what attention is, what role it plays in the mind, and why organisms like us have that capacity. I propose a methodology for studying attention at Marr's Computational Level that optimizes in a three-dimensional space: it should capture core aspects of our first-person experience of attention, be explanatorily powerful in psychology and neuroscience, and fertile in an interdisciplinary context. I show how this methodology leads to what I call the priority structure account of attention. Attention is what organizes current information to make it more useful for the organism. We can identify it by four features. Attention, in this way, helps a cognitive system to integrate its informational state with its current motivational state. Alessandro Iorio untersucht Heideggers "Geschichte des Seins" unter den Voraussetzungen von verschiedenen Narrativitätstheorien. Einschlägige Arbeiten von Genette, Ricœur, Bachtin und Propp werden zum Ausgangspunkt einer narrativitätslogischen Analyse verschiedener Manuskripte gemacht (darunter auch die bisher veröffentlichten "Schwarzen Hefte"). Mit dieser Methode kann Iorio Momente von Heideggers Geschichts-Verständnis verdeutlichen, die in seinen bisherigen Interpretationen ausgespart wurden. Er zeigt ein Denken, das sich seiner erzählerischen Dynamik überlässt, ohne sich für reale historische Geschehnisse zu interessieren. Gerade in der "mytho-logischen" Überbietung real-historischer Ereignisse, (...) betont Heidegger, liege der eigentliche Anspruch der Philosophie. (shrink)

C'est son premier voyage dans le Sud : une découverte qui va changer sa vie et le cours de sa philosophie. C'en est fini des tentatives de renouveler la culture allemande au nom de la cause wagnérienne ; l'auteur de La Naissance de la tragédie (1872) commence sa mue. Paolo D'Iorio dresse la carte de cette métamorphose (...) : lectures et discussions, promenades, explorations des environs avec son ami Paul Rée et l'étudiant Albert Brenner ; il fait revivre cette sociabilité joyeuse et confiante qui fertilise l'élan créateur de Nietzsche. C'est à Sorrente que Nietzsche entreprend la rédaction de Choses humaines, trop humaines, dédié à Voltaire. Cette oeuvre, la première sous forme d'aphorismes, inaugure sa philosophie de la maturité. La rupture avec Wagner qu'il verra alors pour la dernière fois, est intellectuellement consommée bien qu'encore cachée. A la suite de ce voyage, Nietzsche abandonnera sa chaire bâloise et entamera une existence de philosophe sous le signe du Midi entre la Suisse, la France et l'Italie. (shrink)

The normative force of evidence can seem puzzling. It seems that having conclusive evidence for a proposition does not, by itself, make it true that one ought to believe the proposition. But spelling out the condition that evidence must meet in order to provide us with genuine normative reasons for belief seems to lead us into a dilemma: the condition either fails to explain the normative significance of epistemic reasons or it renders the content of epistemic norms practical. The first (...) aim of this paper is to spell out this challenge for the normativity of evidence. I argue that the challenge rests on a plausible assumption about the conceptual connection between normative reasons and blameworthiness. The second aim of the paper is to show how we can meet the challenge by spelling out a concept of epistemic blameworthiness. Drawing on recent accounts of doxastic responsibility and epistemic blame, I suggest that the normativity of evidence is revealed in our practice of suspending epistemic trust in response to impaired epistemic relationships. Recognizing suspension of trust as a form of epistemic blame allows us to make sense of a purely epistemic kind of normativity the existence of which has recently been called into doubt by certain versions of pragmatism and instrumentalism.
